Title: Optimal Transport and Gerrymandering

Abstract: In the United States political boundaries are often drawn using non-transparent and potentially biased methods. In this talk we will introduce an intuitive, unbiased method for drawing political boundaries. This method is based on the theory of optimal transport, and a brief introduction will be given of the same. We will also describe some recently proposed numerical techniques for optimal transport problems that make our method tractable. Finally, we will share some of the numerical results that our framework produces. This is joint work with Ben Tengelsen, CMU Economics.
