Actually you are incorrect. "punish in private" has only been a policy since White Wolf took over. That does not make it "long standing". Additionally, to punish so privately that those punished don't have the details has only ever been a policy in areas like the USSR and China. And you don't call making up a new punishment schedule just because someone's ego was as fragile as cheap china finding or makeing up rules to hide behind?
As for perceptions, it is not up to us, the _customer_ to guess at the tone. It is up to them, the seller, to make it clear. And refusal to come clean only sends one message.
