I am waiting on someone with DST authority to be put in place in Pittsburgh so I can transfer a character there, which causes me to have at least mild interest in this being resolved. That being said I want to nip some of these shadowly implications in the bud.

The color system is a guideline setup to help the national council track reporting. Then an organization goes red the national council asks, "What is wrong?". Depending on the situatio they may or may not do something. When an organization goes black the question becomes, "How do we fix it?". The national council has no desire to have an organization in the black and will take actions to correct that. Anyone claiming to know what the national council will do 3 months from now is simply lying. Situations as well as people's opinions change in that much time.

That being said there is presidence in this case. A few years ago a domain in this region when black and failed to file a DST report for _13 months_. They did not get disbanded, have VSSes desanctioned, or anything of the sort. The day the domain goes black something bad suddenly won't happen, things will be resolved and dealt with. As far as VSSes being desanctioned, that is always within the RST's power, he can do so at any time for any reason he desires. While I have no insight from Jon about what he might do, I find it highly unlikely he would desanction any VSSes as that would make him personally responsible (having no DST) for every character in those VSSes. I do know Jon would much rather spend his time storytelling then dealing with administrative issues.

That being said I do not encourage the domain going into the black. As many people have pointed out it does cause problems. Telling people that you know bad things will happen is not just irresponsible it is dishonest.
