If ever there were a possible exception to this rule, this would be
it. The purpose of reporting is so that higher ups in the
organization are aware that a Domain is functioning and proof a
heartbeat in that substructure. As you have made very clear, they
know that we are here, and they know what we're doing.
Especially given the circumstances of our lack of DST, our protest of
that situation, and our near constant communication with every level
of the organization as a result of those situations, it would be
farcical to disband the Domain for inactivity. This is an additional
punishment, a kind of double jeopardy, for the singular event of our
"DST situation." It also is a fantastic example of strong arm
tactics. Not only are we not allowed to have the DST we want, but if
we don't take another one our very existence is at stake.
Is it possible to renew our request to extend the election time and to
include in that request an exemption to report filing for the interim
until the entirety of the "DST situation" is resolved? Honestly,
we're waiting on a decision from the highest body in this nation, it
is understandable that lesser concerns would falter, and the people of
this Domain should not be additionally punished because of that.
The Camarilla took our DST, where is the rightness in punishing us
more for their decision?

PS: Jon, I hope you read this as I meant it, I'm arguing through you
to the higher levels, now with you. Whatever anyone else says, I at
least appreciate what you've tried to do for us. I wish you would do
more, but as that would compromise your RST duties, I can understand
and respect your decisions. And, as always, thanks for taking the
time to be in touch with us.
