Don-

The color status chart is used by all the Regions, and is in the RC reports, as well as the ANC-Chapters reports. I understand that it doesn't seem like Pittsburgh has fallen that far behind in reporting, but then we have to realize that this all started two and a half, almost three months ago. That's not good for reporting, unfortunately.

The interim DST would functionally be the DST. It would be completely unfair to make someone responsible for something, yet not give them any authority to do whatever it is they're responsible for doing. If the Domain dislikes him or her, then they can come to me, just as they would with an ARST, with a complaint against an officer in the performance of their duties. If my decision on the complaint is not satisfactory to the person or people complaining, then that decision could be appealed to the Arbitration Board.

I've put the call out to the Region, but noted that those in or near the Domain will have an edge, so that communication can happen face-to-face. We've all seen the issues inherent with electronic communication, so if it can be someone from the Domain, or from nearby so he or she can visit Pittsburgh, then that would be a Good Thing.

Folks, I'm just trying to help Pittsburgh get back to working status. I believe that there are some who won't believe that, and while I hope I'm wrong, I'm saddened that this has come about this way.

There are also some who don't want the Domain to get back to working status, to force the potential closure of the Domain as a means of drawing attention to this issue. I really don't think that much more attention can be drawn to this issue, given that the RC and RST, the NC and NST, the Cam Council as a whole, the MST and the Club Director, and the WW Director of Marketing are all already well aware of it, but I respect the willingness to go to the mat for what one believes.

The rules require the Domain to report, including on the ST side; a DST report from someone who is really the DST, even if only in an interim standing, is necessary. That's the deal, and it's nothing that every other Domain in the club doesn't also have to do. Pittsburgh is not being saddled with any extraordinary requirements here, but it is a requirement.

If the Domain chooses not to have a DST, or an interim DST, and force the Domain into Black Status to make the Cam Council address it, then I'll respect that decision. If the Domain wants to extend or shorten this election period, then I'm supportive of that. If the Domain decides to have an interim DST to keep the Domain in the green administratively until a DST election can be completed with a winner other than NotA, then that's what we'll do. And if the Domain wants to let the rest of the issue be addressed in the appeals process and elect a DST to get things back to somewhat normal, then that's what we'll do. As long as the club rules and principles allow it, I'm willing to try to help. Realistically, I don't know what more I can offer.

Thanks,
