Yes, it describes the office there. However, the office of the MST is not bound by that description. A US document cannot constrain the powers of a Global officer, any more than the US can impose its MH on the UK, or Canada, or any other national affiliate. The description given is not binding, nor is the office of the MST bound by any such document, to the best of my knowledge.

He, like the Club Director, is answerable to White Wolf.

The Global level supersedes the authority of the MH, and is not bound by its strictures. They are not required to get Cam Council permission to act.

Okay, folks, here's the bottom line, without sugar coating. Alex has declined to answer any more questions on this over this medium. If you're not happy with that, then the next level of "appeal"- and I use that term loosely- is White Wolf. Barring a decision from Mike Tinney, this case is closed. I realize that won't be popular, but that's the real deal. Anyone who wants to go on about how this is unfair and Global has no accountability can do so, within the limits of the CoC, or in a terrific rant in a location not covered by the CoC. But that's the fact in this case.

My apologies if I offend; it is not my intent. But putting it nicely hasn't made this clear, apparently, so I'm being blunt. This is finished, and all the debate in the world won't change that. If you will feel better to talk about it, cool, we can talk. But recognize that what would be happening is venting, pure and simple, rather than changing this outcome.
