Yes, I am. The MH is a document of the Camarilla-US. It is not in effect for the other National affiliates, save those which have chosen to adopt it. Just as the UK, for example, has a different Prestige system, they also have different bylaws. The Global officers are not inherently bound by the MH, a US document. They often choose to abide by the MH, or follow its procedures.
