I do hate to be a stickler for the rules, but on Page 64 & 65 of my cam handbook it tells me about what a MST is; Please allow me to quote part of it as follows:
"... duties and responsibilities:
* Act as the lead storyteller officer for the org, providing leadership and
guidance for the entire storyteller hierarchy
* Develop and administrator the global continuity with the assistance of the
affiliate NSTs..."
These above items are quoted from my US handbook dated 2003. These lead me to believe that he IS bound by some rules. From the way I read it leads me to believe he does not have any real powers to 'remove' anyone from office, it does say "produce materials...", "oversees reports...", and "Directs global-level NPCs..." however I am confused how this gives him the power to remove someone.
If you are saying he is not bound to this document, then I must ask you - to what document is he bound to? In any government or org there are clearly defined rules (on paper anyway), I would hope you are not saying the MST is a dictator who can do whatever he wants and answers to no one.

PS: as a side note on Page 100, under disciplinary Actions it states the "The Cam USA Council must specifically define which officers may impose a disciplinary action..." Could you please point out to me where the Cam US Council gave the MST the right to do what he is doing? (referance item 14.1.2, 14.2, 14.3)
