Alex: yes, the low-approval ST at any game can deny access to this power at their game. That's not the issue. As Colin's low approval ST, I should be able to deny him access to this power for ALL games he goes to. Making this a notification, rather than an approval, removes our -- MY -- local control.
Not that I think Colin would abuse this elsewhere... but if I *did* think so, my only recourse, it seems, would be to desanction the character from play. And even then, would I be allowed to do that, or would you decide that I'm not allowed that control either?
Morbidly, I'm tempted to find out what would happen if I pressed this big "Deny Application" button at the top of the page... okay, that moment has passed.

In the past, notifications were used for things that either had already happened at game (rather than pause the game for two weeks during a climactic seen) (for example, diablerie) or for items the higher up ST offices wanted to track but not deal with approvals for (for example, plotlines involving certain types of NPCs). This is neither, and I think that it is a bad precedent to set.
Make it an approval; give it your support, encourage us to approve it. Making this a notification is a slap in the face from our superiors whom we thought trusted us. (And then we can discuss mechanics. ;)
P.S. Please read this comment with an open mind; I understand there's been a bit of bad blood and you're probably sick of dealing with this, but I need to know you understand where I'm coming from, if you expect this trust to run both ways.
