Cooperation, or the lack thereof, was more than whether the comments
were appropriate for a notification vs. an approval item. It also
included the overall tone of the whole interaction, and with
"cooperative" on one extreme and "confrontational" on the other
extreme, I think Jason's emails fell quite a bit closer to being
confrontational than cooperative.
Was that enough to warrant disciplinary action? Not by itself, but it
in combination with the unaddressed CoC violations on the part of his
assistant, yeah, it doesn't really make for a good officer.

I'm only in a position to speak for myself. I suppose I can mention
that we were not all in agreement, and I suspect that the final
decision wasn't exactly what anyone wanted (I know it wasn't exactly
what I wanted), but it was close enough that a majority of us could
live with it.
