Henry, I know you're trying to make points that you believe in, but
we're arguing in circles. You're trying to rules-lawyer this into a
single definitive and simple statement so that you can attack it, but
the situation just plain isn't that simple. Each individual component
is arguable, and no component in isolation would be enough, I think,
to warrant disciplinary action. Only when taken in total does it look
like there's a problem.

I know you disagree with my opinion, and that's fine. I don't even
claim infallibility - I can only do my best to exercise good
judgement. The degree to which you seem to be attacking every minor
detail, though, is not convincing me that this is a productive
exercise. Am I missing something here?
