I see where it says that any new rules will be implemented only
through the addendum, but I'm not seeing where it says the MST can't
make exceptions on a case by case basis.

Also, the club director (who supercedes the addendum) explicitly
indicated to Jason that the MST did indeed have the authority to make
exceptions, so this should not have continued as a point of
contention.
