Two reasons.

1- The Addendum itself specifically defines approvals as _having_ to first
get the Low storytellers ok, then the Mid, then the High, then the Top,
before EVER being able to get to Master. Logically, if it require Master
APPROVAL, it first needs Low Approval, which it still hasn't received.
That's one of the wyas it violated the Addendum.

2- The MST didn't rewrite the document. That's why there is issue. He has
the power to rewrite the document if he so chooses, but he didn't. Thus,
according to his own document, he currently does not have the power to make
exceptions. If he were to rewrite it, he could, but he doesn't now, and he
didn't have that power at the time either.
