But it never reached him, so he never had the chance to process. And
if the fact that the application is still pending is evidence then Dale,
Jon, and David, who have all had jurisdiction over it for months, are
much more responsible than Jason, who only had a few weeks.

But Jason never refused to implement a decision.

When asked to clarify how Jason failed to follow instructions, you
stated that, "If I were a VST, and I saw my boss making comments like
that on the application, I wouldn't touch it with a 10-foot pole until
the situation got resolved one way or the other. By the same token, the
DST supervises the VSTs as well, and should have been addressing any
lack of activity on the VST's part as well. So while it may be an
indication that the VST is also at fault (though perhaps not; I don't
know), it doesn't indicate that the DST is any less at fault. To me at
least."
I can't figure out how to read this except as asserting that:
1) The act of making those comments was a failure to follow instructions
2) Failing to address the fact that Dale hadn't acted yet was a failure
to follow instructions
Yet now you say that it's okay for an officer to criticize an order
from a superior officer, and that Dale's actions are irrelevant.
Rather than my continuing to struggle to reconcile them and misstating
your position, perhaps you could clarify it. What should Jason have
done that he didn't?
