In rereading the letter again, the numbered items that I think applied
to Jason are:
"1. Failure to follow direct instructions from a superior officer."
[to a limited degree]
"9. Failure to deal appropriately with the improper conduct of a
subordinate officer (ADST) after being repeatedly informed of the
impropriety by a superior officer."
Possibly 2-6 as well, but those are pretty vague, and I'm hesitant to
translate something that vague into disciplinary action myself.
The Council did not look at offenses outside of those 10 bullet points.
